Heavenly Culture, World Peace, Restoration of Light (HWPL) is a non-governmental, non-profit organization in association with the United Nations Economic and Social Council (ECOSOC). It transcends differences in culture, belief, and region to engage leaders and youth in sustainable and comprehensive solutions for peace.

Since its foundation in 2013, HWPL has grown exponentially in terms of both supporters and influence worldwide. With peace as its core value, HWPL has operated a number of campaigns and events across the globe to unite individuals from all sectors and levels within society.

Within only a few short years, HWPL has partnered with citizens and organizations from over a hundred countries in order to advocate peace on an international scale, particularly through the advocacy campaigns for an international law based on the Declaration of Peace and Cessation of War(DPCW).

Through the hosting of annual events, such as the World Alliance of Religion’ Peace(WARP) Summit and the Peace Walks commemorating the Declaration of World Peace, HWPL continues to gather additional support from individuals, civil society actors, national leaders, religious leaders, and others under the common goal of a world free of war and conflict. 

As more people are being awakened to this era of peace, the light of peace has continually brightened and spread like the first glimmers of dawn transforming into the full light of day. When the world unites with a single heart for peace under the values of heavenly culture that transcend divisive boundaries between communities, the flower of peace will soon bloom and peace will be left as a legacy to future generations.

2019 World Peace Summit: 5th Anniversary of the WARP Summit



The 2019 HWPL World Peace Summit: 5th Annual Commemoration of the September 18th WARP Summit will be held over three days, from 17 to 19 September 2019, in Seoul, Republic of Korea. The Summit has been held annually since 2014, providing a platform for leaders in politics, religion, youth and women’s groups, journalism, and civil society around the world to discuss the ideas and practices required to achieve peace, a common goal of the global community.

  World Alliance of Religions’ Peace (WARP) Summit  

17 - 19 September 2014 / Seoul / World Alliance of Religions’ Peace Summit 

The world’s political leaders recognized the need for an international legal instrument that ensures peace and they promised to cooperate. Religious leaders also promised to become one according to the teachings of God and contribute to peace. As a token of their promise, they signed the Agreement to Propose the Enactment of International Law for the Cessation of Wars and World Peace and the World Alliance of Religions Agreement.






  1st Annual Commemoration of the Sept. 18th WARP Summit  

18 - 19 September 2015 / World Peace Gate in Seoul Olympic Park / 1st Annual Commemoration of the WARP Summit 

At this event, the HWPL International Law Peace Committee was o cially inaugurated, and its members entered the discussion stage for an international legal instrument to settle and prevent armed con icts. Then on 14 March 2016, the Declaration of Peace and Cessation of War (DPCW), comprising of 10 articles and 38 clauses, was proclaimed.

At the 2nd Annual Commemoration of the WARP Summit in 2016, discussions were held to turn the DPCW into a legally binding form. As a result, HWPL’s “Legislate Peace” Campaign was actively promoted to advocate the DPCW and mobilize support for its implementation globally, and over a million people in 170 countries participated in a single year.









  3rd Annual Commemoration of the Sept. 18th WARP Summit  

17 - 19 September 2017 / Intercontinental Parnas Seoul / 3rd Annual Commemoration of the WARP Summit 

The 3rd Annual Commemoration of the WARP Summit was held under the theme, “Establishing Collaborative Governance for Development and Implementation of the DPCW.”The Summit aimed to increase awareness of the DPCW among intergovernmental organizations including the United Nations. Furthermore, the agreed upon standards for determining a trustworthy religious scripture, which is the key component of the comparative study of scriptures done at the WARP Offices, were presented and ideas for a global peace media network were developed. Overall, the Summit provided an opportunity to seek ways to establish a cooperative network among international organizations, governments, and civil societies.









  4th Annual Commemoration of the Sept. 18th WARP Summit  

17 – 19 September 2018 / Incheon / 4th Annual Commemoration of the WARP Summit 

Through the 4th Anniversary of the September 18th HWPL World Peace Summit that convened with the theme of Collaboration for Peace Development: Building a Peace Community through the DPCW in 2018, the following topics were discussed: 1) Plans of action to support the DPCW to be introduced as UN resolution as a national and regional level; 2) Plans of action to establish and expand peace networks with various fields in the core including politics, religion, education, media, youth, women, etc. With the youths’ Peace Letter activities that urged for a peaceful unification on the Korean Peninsula in 2018, the Peace Letter campaign expanded during March to May in 2019 for the citizens and leaders from around the world in various sectors to urge support for the DPCW. As a result of this campaign, peace letters were written and sent to the heads of state from 192 countries.










  5th Annual Commemoration of the Sept. 18th WARP Summit  

18 – 19 September 2019 / Seoul / 5th Annual Commemoration of the WARP Summit 

This year the outcomes from the previous year’s work – in which various fields focused on solidifying peace networks – will be shared, along with a more detailed direction for the advancement of actualizing world peace. For this purpose, there will be events held in 200 cities in 110 countries with 300,000 citizens with the goal of establishing a universal order and standard that is applicable internationally, and to establish an international, legally binding document for peace.

HWPL’s goal is to develop the DPCW into an international, legally binding instrument and to do so, HWPL is preparing to submit the DPCW in the form of a draft resolution to the UN General Assembly. We are also seeking support from UN member states for the adoption of this resolution. Your support at this time will play a crucial role. Please sign your support for the DPCW








The messages from the Peace Letters collected are sent to national leaders, usually head of state, in order to endorse international and national peacebuilding measures. With this approach, the official support for the DPCW is declared by states. To further develop this initiative, the official support from states will be officially introduced in the United Nationsthrough the General Assembly Resolution.
