The Role of Women in the Implementation of the International Law on the Cessation of War and Achievement of World Peace



Over 500 Participants at the 2016 IWPG Network Peace Forum

The International Women’s Peace Group (IWPG) celebrated the new year hosting the   2016 IWPG Network Peace Forum and urging for the enactment of an international convention on the cessation of war and the achievement of world peace.


Tilted The Role of Women in the Implementation of the International Law on the Cessation of War and Achievement of World Peace, the Forum was hosted on JAN 19 at the training institute of peace located in Gyeonggi Province, Korea and convened approximately 500 women leaders from Korea and other countries.

The forum was the organization’s first forum of 2016. The theme of the forum highlighted the hearts of mothers  that protect the youth, urging the international community for a swift response to enact an international convention for peace, which is spearheaded by HWPL (Heavenly Light World Peace Restoration of Light).

Against the backdrop of Nuclear testing of the DPRK and terrorism tearing through the world, support for such an international convention grew more active and broad. Participants of the Forum pledged that women of the world will monitor and urge the decision makers so that each government would take part in the international convention and put them into action once the draft of the international convention is completed.

 Women and Youth Peace Forum in Jerusalem






 International Peace Organization meeting was held in the Notre Dame Center in Jerusalem. Mr. Man Hee Lee of HWPL, Ms. Nam Hee Kim of IWPG and former Minister of the Palestinian culture presented this Peace forum event and also a number of Palestinian women and Israeli and foreign peace advocates get involved. The meeting aims to urge the implementation of the International Convention to stop the war and achieve World Peace, and that peace prevails conflict between the Israeli and Palestinians and become one heart in the name of peace, while rising tension of the ongoing conflict between the Palestinian and Israeli sides. 





 HWPL  is one of largest International Peace group, along with the International Peace Youth Group(IPYG) that has 503 branches in 97 countries, International Women's Peace Group(IWPG) that has 180 branches in 40 countries.

What is IS(Islamic state)? 




The jihadist group Islamic State (IS) burst on to the international scene in 2014 when it seized large swathes of territory in Syria and Iraq. It has become notorious for its brutality, including mass killings, abductions and beheadings. The group though has attracted support elsewhere in the Muslim world - and a US-led coalition has vowed to destroy it.


What does IS want? 
IS seeks to eradicate obstacles to restoring God's rule on Earth and to defend the Muslim community, or umma, against infidels and apostates.
The group has welcomed the prospect of direct confrontation with the US-led coalition, viewing it as a harbinger of an end-of-times showdown between Muslims and their enemies described in Islamic apocalyptic prophecies.


What are its origins?

IS can trace its roots back to the late Abu Musab al-Zarqawi, a Jordanian. In 2004, a year after the US-led invasion of Iraq, Zarqawi pledged allegiance to Osama Bin Laden and formed al-Qaeda in Iraq (AQI), which became a major force in the insurgency.

After Zarqawi's death in 2006, AQI created an umbrella organisation, Islamic State in Iraq (ISI). ISI was steadily weakened by the US troop surge and the creation of Sahwa (Awakening) councils by Sunni Arab tribesmen who rejected its brutality.


How much territory does IS control?

In September 2014, the then director of the US National Counterterrorism Center (NCTC), Matthew Olsen, said IS controlled much of the Tigris-Euphrates river basin - an area similar in size to the United Kingdom, or about 210,000 sq km (81,000 sq miles).
A year later, the US defence department declared that IS frontlines in much of northern and central Iraq and northern Syria had been pushed back significantly by US-led coalition air strikes and ground operations. IS could no longer operate freely in roughly 20-25% of populated areas in Iraq and Syria where it once could, it said.

How many fighters does it have?
In February 2015, US Director for National Intelligence James Clapper said IS could muster "somewhere in the range between 20,000 and 32,000 fighters" in Iraq and Syria.
But he noted that there had been "substantial attrition" in its ranks since US-led coalition air strikes began in August 2014. In June 2015, US Deputy Secretary of State Antony Blinken said more than 10,000 IS fighters had been killed.

What about its targets outside Iraq and Syria?

In late 2015, IS began to lay claim to attacks outside its territory. An Egyptian affiliate, Sinai Province, said it downed a Russian passenger plane in the Sinai peninsula, killing all 228 on board. It gave no details, but the UK and US later said it was likely that a bomb caused the crash - whether or not a bomber was linked to IS.


What weapons does IS have?

IS fighters have access to, and are capable of using, a wide variety of small arms and heavy weapons, including truck-mounted machine-guns, rocket launchers, anti-aircraft guns and portable surface-to-air missile systems.
They have also captured tanks and armoured vehicles from the Syrian and Iraqi armies. Their haul of vehicles from the Iraqi army includes armoured Humvees and bomb-proof trucks originally manufactured for the US military.

Where does IS get its money from?

The militant group is believed to be the world's wealthiest. It initially relied on wealthy private donors and Islamic charities in the Middle East keen to oust Syria's President Assad. Although such funding is still being used to finance the travel of foreign fighters to Syria and Iraq, the group is now largely self-funding.
The US Treasury estimates that in 2014 IS may have earned as much as several million dollars per week, or $100m in total, from the sale of crude oil and refined products to local middlemen, who in turn smuggled them in Turkey and Iran, or sold them to the Syrian government.

Why are their tactics so brutal?

IS members are jihadists who adhere to an extreme interpretation of Sunni Islam and consider themselves the only true believers. They hold that the rest of the world is made up of unbelievers who seek to destroy Islam, justifying attacks against other Muslims and non-Muslims alike.
Beheadings, crucifixions and mass shootings have been used to terrorise their enemies. IS members have justified such atrocities by citing the Koran and Hadith, but Muslims have denounced them.

 IPYG of Korea and students of ILIA University in Georgia co-hosted IPYG & IWPG Peace Seminar with youth leaders (League of rights, Georgian youth development association, Students & youth development centre, Voice of freedom, Youth for the world, Caucasus mosaic, Young progressive leaders in Georgia, Young liberals of Georgia, Caucasus youth nexus), women leaders(President of Jewish Women’s Organization of Georgia: Marine Solomonishvili, Dean of School of Government: Nana Baramidze, President of The Georgian Culture in Georgia and Abroad) and media professionals(Mariam Bolkvadze of MIR TV) in attendance.

 Under the topic of “What roles could women and youth play to realize peace?” the event took place a part of Peace Zone Project, one of the four main projects announced by IPYG in 1st Commemoration Sep. 18th World Alliance of Religions Peace (WARP) Summit from September 18th through 19th.
 For the first time in Georgia, youths gathered to discuss peace with women leaders who are central in forming public opinions and media professionals who are broadcasting their voices around the world. The event was specifically organized to form a public opinion for urging of Implementation of International Convention on cessation of war and world peace.
 The event started with a brief introduction of HWPL and its work to reverse the trend of violence due to recent wars and conflicts. After then, participants got together in groups of four to five to discuss different topics such as ‘Is the world peaceful these days? What could youth and women do to bring about eternal world peace?’
  
 After a series of heated discussions, representatives from IPYG and IWPG presented specific examples of peace activities hosted by youth and women around the world. Most notable was thatin Mindanao, Philippines,Chairman Man Hee Lee of HWPL mediated between Catholics and Muslims and put an end to the 40-year-long religious conflict in the region.

 Mr. Berdia Beridze, Vice-president of Student Assembly of ILIA University said
“While listening to creative ideas of the participants, I was able to feel strong desire for peace in Georgian people. I believe we would be able to put these into practice through IPYG and IWPG. We in ILIA University hope to expand Peace Zone Project with IPYG and I hope that public support for peace would grow starting from our university.”

 Mr. Levan Gorgadze from Caucasus Youth Nexus, the presenter of this seminar said that “With HWPL, IPYG and IWPG, I hope to expand these kind of peace activities. Then I’m sure that world peace is achievable.”


 Ms. Mariam Bolkvadze, a journalist and a producer of MIR TV, maintained in her special speech that “Youth and women are the center of public opinion and once they become one, neither authority nor money would be able to overcome their power. These voices would be publicized to the world through media and would change the world. As much as youths and women are working hard for peace, media professionals will also join in this movement.” She also expressed her personal expectation for the public support to expand throughout the whole Caucasus region.
  
 The event concluded with taking commemorative group photo. Youth organizations affiliated with IPYG are discussing their plan to form a committee to hold various peace events and to establish peace zones throughout Georgia.

IPYG, the host of the event, is forming a network of youths around the world and inspiring them to act as the voice of conscience and reason in this world, promoting a culture of peace. More specifically, it works to develop potential of young people to change the world through Peace Walk, Peace Zone, and Signing of agreement to urge for International convention. Headquartered in Korea, it is cooperating with 2.5 million youths in 5.25 youth organizations from about 100 countries.

Ramagya School, one of the top ten educational institutes in the city of Noida, India, was designated as a HWPL Peace Academy on December 21st. The school announced to integrate peace education into their curriculum by establishing the HWPL Peace Education Courses. The school also appointed Chairman Lee as a honorary Chairman of the Advisory Board and Chairwoman Nam Hee Kim of the International Women’s Peace Group (IWPG) as a honorary Chairwoman of the Advisory Board.

This innovative approach to teach students the practical steps of peace through peace education is catching on and being adopted by many prestigious institutions. 

Mr. Sanjay Gupta, Chairman of Ramagya School and President of Purusharth Charitable Society, recalled his meeting with Chairman Lee exactly a year ago and eagerly contributed to implementing the peace course. The two Chairpersons discussed to design programs and courses to enhance the peacemaking capacities of the students and highlight HWPL’s most recent peacemaking efforts.

 Notably, along with Ramagya School, four other well-known schools in the region - Samsara School, Jaypee School, Ahlcon Public School, and Noida International University- were designated as HWPL Peace Academies. 
 
 

An event by IPYG (International Youth Peace Group) was held at Ramagya School, Noida on 21st December, 2015, which was attended by Capt. Praveen Roy, Principal Samsara-The World Academy and IPYG Co-ordinator Ms. Suman Silwal. The Chairperson Mr. Man Hee Lee shared his views about bringing peace among the nations of the world. Samsara will be a part of this program and will strive to spread the message of peace to the world. Mr. Lee also delivered the message of peace among the youth. He said that the youth of the world is the future of the country, so its our responsibility to educate our generation to establish peace in the world. Our Principal Capt.
